A slight change here or there could mean humans never wound up with intelligence or hit some different local maximum in evolution.
We make certain assumptions about what activity would look like, assumptions that might not even hold for much of our own activity. SETI might well be barking up the wrong tree.
Distances are vast. If someone is monitoring our radio waves, only a tiny portion of the galaxy will see it, out to around 150 light years. And that is assuming they know what they are looking at. We invented certain ways to encode information that may sound like nonsense. This also means that unless there is faster than light travel, any civilization may not even be near us. For perspective, human civilization is just 12,000 years old while the Milky Way is 105,000 light years across and Andromeda is 2.5 million light years away.
The universe isn't all that old. We think on human time-frames, but on universe time-frames we are near the beginning.
