That is the original Superboy in OP’s comic, i.e. Kal-El as a teenager.

I don’t blame you, it’s unbelievably stupid. But I was into it as a kid, so I keep up with the storylines without reading the comics. Once they decided to reboot everything I lost a lot of interest.
Anyway, if it’s Superboy and it looks like it’s from before the 90s, it is definitely Kal-El because before then, Superboy was just Superman when he lived in Smallville.
