Of course he is constantly using the cover of ambiguity (“just a joke bro”, “just an innocent meme”, “just an honest mistake”). But it is clear as day this was meant as a Nazi salute. He just demonstrated the world he is untouchable. And USA had officially dessened into fascism.

Dude’s a Nazi. It was an overly enthusiastic gesture, but more importantly a sign that he’s “hip with the cool kids”. The cool kids, in this case, being nazis.
The saddest part is he probably thought he was engaging in some 5,000IQ power level hiding when he did it.
