It is dimmer making it hard to see what’s on the screen with old eyes. And there’s nothing you can do about it but hope (https://www.apple.com/feedback/watch/) they make it possible to disable the ambient light sensor and set the brightness manually.
This is a called the 1nit feature. The intention of this is to prevent distractions in completely dark ambient environments.
Both can go as low as 1 nit if I am not mistaken. But maybe the ultra can go into lower frequency as well

Why do you want a bright display in a dark room? Be happy it’s darker when it needs to be
Because some people have vision issues in low light. You should be able to up the brightness to your liking same as the iPhone allows. I have the Urtra with plenty of battery to spare.
