The premise here is flawed. If one team plays extremely disciplined and garners only one flag while the other team is not. There would be a big difference in flags.
A disparity in flags does not automatically mean bad officiating. I’d rather refs not call bogus flags simply to keep the ratio even.

So if one team is getting flagged for actual infractions, the refs should… make up flags on the other side to even if out?
Just like foul disparity in the NBA. You want fouls to be fair, not equal in number. If one team is constantly driving the lane and drawing fouls while the other team is shooting from range, there’s going to be a dissatisfied in total calls.
If you start calling equal fouls, one overly aggressive team will foul on one end of the court then expect to get could called FOR them on other. Which would be ridiculous.
