No, Israel does not have a right to defend itself.
When it comes to Hamas, Israel is an occupying power; The occupied people have a right to defend themselves against the occupier.
When it comes to Iran and Lebanon, Israel is the aggressor, meaning Iran and Lebanon have a right to defend themselves, whereas Israel does not.
I genuinely can’t think of a single time in its history that an action Israel has taken would legally be defined as defense or legal retaliation. They do not, and never have, had a right to defend themselves in conflicts they started.
Usually this meme is reversed where the bottom is the bad thing and the top is the good thing. Often in a self-deprecating way.
