In the US, corporations and labor have fought viciously for at least a century and a half. The anticommunist sentiment after WW2 made people freak out about socialism any time workers rights are discussed. Conservative ideology despises any government intervention in the economy, so getting any laws passed in this area is next to impossible. If they had their way the minimum wage would be eliminated completely.
