I believe this is some crossover comic where Spider-Man and Superman face each other. The entire fight Superman was holding back. At the end of the fight he realizes Spider-Man is actually a good guy, so he decides to stop the fight by standing still taking punches from him until he gives up. Long time ago I read it.
Just some lazy writing to accommodate that Superman is too OP for this kind of crossover.
Peter Parker could out think Superman. Given the knowledge of Kryptonite, it would have been a good match up to see Superman working to stop Spider-Man from getting some.
Spider-Man didn’t have that prep time in the comic.
This was a setup by Dr Octopus and Lex Luthor to distract them while they’re working on their evil plans together. Spider-Man didn’t know of Superman before the fight.

Why is superman always portrayed as borderline mentally disabled by fans? Is he written that way?
He’s from the Midwest
Well, maybe not born, but certainly raised.
Superman lives in a world made of wet cardboard
Wait… There are crossovers between DC and Marvel? I didn’t know about that.
Probably because they aren’t very good.
It was pretty good
I think there have been a few, yeah.
