Lots of IT still in the military also some of the “contract out” is done by reservist and is tied to their military contract. Those still in military are your tier 3 IT and admin.

It’s like half and half. Some is contracted out, but there are definitely active duty service members doing cyber security work as well.
They don’t exactly deploy cyber security soldiers to do combat patrols. They’re doing the same job whether they’re in D.C. or Berlin.
