lol. These people are recognizable. You need to go to a lot of effort to locate and plan that. It’s highly unlikely anyone would “mistake” them for someone else. And I would like to know, like I asked someone else, where your line is. Is it okay if someone bombs a CEO in the middle of a city and a bunch of people around them die? If the CEO is with their family including an infant when they are attacked, is it okay if the infant is killed too?
