Up to 100k or 60-80k did volunteer in Latvia, it is really bad. Some more populous countries had an order of magnitude fewer volunteers.
What extenuating circumstance could there possibly be for Danish people to join the SS? To protect themselves against Swedish invasion?

Which is taught as a matter of course in US schools. My high school US history class taught us that WW2 started when Hitler and Stalin formed an alliance to invade and divide Poland. The fact that we were allied with the Soviets was barely mentioned.
