Basically, it’s like the how Adam Something describes the problems of European international rail. Except substitute the different countries of Europe with the different states of Australia. The specifics are different but the general issues are basically the same.

Disclaimer: I don’t know enough to comment on what specific standards should be used for the rail system in Australia, nor do I have the experience necessary to evaluate the cost benefits of such a project like that.
That being said, maybe a start would be the ARTC standards. Except that their standards are not the same across the different states either.
