Naja das Gießkannenprinzip ist hier ja erstmal kein Problem, weil das Geld von extrem Unbedürftigen kommt und selbst im schlimmsten Fall an weniger Unbedürftige geht.
Für das zweite Problem kann man sich Lösungen überlegen wie gestaffelte Auszahlung oder Beratungsangebote.
