Looking back at historical incarceration rates there is a clear trend of locking up fewer and fewer 19th century criminals, until the numbers drop off altogether. This suggests a highly orchestrated plan to gradually reduce the population so at to avoid notice, and it worked. Here we are today without a single 19th century criminal incarcerated today.
