sometimes if the flap in the toilet doesn’t seal properly after flushing it can keep putting water in the bowl instead of filling the tank, or if someone tries flushing again after the first one doesn’t work.

also if you live somewhere that bidets are common you’re far less likely to see someone using enough tp to clog things. they’re gaining popularity in the US, but are still uncommon in most homes here
