There’s also the small fact that Zelensky has not banned elections.
The Ukrainian constitution specifically does not permit elections during martial law. He is following the law of the country that was already in place before his administration

It’s both. Article 11 part 2.3 of this, translated below:
- In the event that the term of office of the President of Ukraine expires during martial law, his powers shall be extended until the newly elected President of Ukraine, elected after the abolition of martial law, takes office.
This part was added by the Verkhovna Rada in December 2022, within their original term and also Zelenskyy’s.
