The US has a lot of leverage on the rest of the world; it’s just never used because destroying your soft power is a bad long term strategy. The American dairy industry has been salivating at having access to Canada for decades. They’ve been successfully kept out so far because domestic farmers want to maintain higher prices and because everyone else wants some basic quality control in dairy products.
