Vim and notepad++ are not IDEs. But I’ll count LunarVim, oni, etc, as IDEs.

If vim isn’t an IDE, then this site was coded without one.
Emacs.
To be fair, I haven’t used much else in a serious manner, so Emacs essentially wins by default.
