Diplomatic punishment usually manifests as isolating a country (e.g. sanctions). The DPRK is so incredibly isolated that it is free on the vast majority of issues to just say what it wants to say without a substantial possibility of reprisal. Obviously it is limited in what it can say about the PRC and even RoK, but what the fuck can Israel do to them? Send them some Soda Streams and then take them back?
