I think he recognizes the unfortunate reality that with the current Congress, a funding bill will go through.
Maybe if the bill required the money be used for victims or infrastructure reconstruction that otherwise would not receive funding, and the whole process was audited. But again, with the current Congress… I don’t want my tax money going to kill people tbh. ¯\_(ツ)_/¯
