      Yes. Consider Android for a concrete example. Android is an Open Source project, but to build a completely working Android phone with all the features a user would expect from that requires a significant amount of nonFree Google software. Further, Android devices can be (and in fact usually are) sold in a condition which deliberately locks away the user’s ability to examine and modify the code running on them.
