    It should go away. Congress approved the spending already, but then made this other rule saying they can’t actually spend that. It’s been a tool mostly used by Republicans to force issues and get what they want regardless of their status in Congress.

    Trump saw one instance of it being used against his interests, and that is the extent of his understanding.
