    Typical building standards don’t run pipes evenly through the building. Gas appliances just like sinks and toilets are usually as close together as practical (horizontally and vertically) to reduce the length of pipe runs to save on material and cost. I have no idea in this case, but you might be able to verify the location of the pipes through building records to clear up or confirm suspicion.
