I’m not from the US, but I think he implies he needs to fix supreme court etc. first, which he can’t do now. There’s no point in bringing that back when the opponents are still in the position to topple it ASAP.

He “considered expanding the courts membership” in the run up to the 2020 election… and then all discussion was gone after he got office 🤔
