One factor that may stretch out a decision: Advisers believe that Mr. Biden would not want to do it before Prime Minister Benjamin Netanyahu of Israel visits Washington on Wednesday at the initiative of Republicans to address Congress, unwilling to give the premier the satisfaction given their strained relations lately over the Gaza war.
If I was a vindictive lame duck, I’d drop out on the day of the speech to upstage him and then spend the rest of my term screwing with the lobby as much as I possibly could. He doesn’t have the spine or conviction to do it though.

The reality of the situation is that the US doesn’t have all that much leverage against the Israelis. If we cut them off completely (and we should), it’s unlikely that Likud’s murderous policy would change in any way.
