It happened to a friend (with a pilot license I precise).
He was flying a small two seat aircraft and got contacted through the radio and for asked if he was ok to do a exercice with military aircraft.
He agreed so soon after two fighter jet arrived on his left and right. To be able to fly at the same speed as him they were almost standing vertically. They directed him for a bit without any radio contact, then thanked him through the radio and left.
They were doing a exercise to direct someone with no radio contact.
Even if I knew the jets were exercising, I’d still be making diamonds.
I feel like this is the type of thing where as a passenger you’d be having the time of your life but the pilot? Shaved 10 years off lol.

I never actually understood those. Do they actually have, like… a drone? Is it snapping a photo? How’s it all work?
So you’ll occasionally see two white lines perpendicular to the road at a set internal. A helicopter, drone, or plane can time when a car passes both of these lines and can calculate the average speed of the car.
This info is then relayed to a police car on the ground who then pulls over the driver.
Why is that better than the police officer who was going to pull them over just using a speed gun?

Less likely to be noticed by drivers or alerts like on Waze. Probably a bit more costly though if they’re using helicopters or planes instead of drones.
It seems like if the purpose was stealth then they wouldn’t have a sign announcing it.
Deterrence. You never know when they might be monitoring you above, so watch your speed.
I drive through areas like this all the time for years. I have never heard of anyone actually getting a ticket from this.

in reality I think ATC will just wait 2 hours for you to run out of fuel and notify the local police for wherever you land

I don’t know where op is from but a lot of states, especially in the western US require invasive species tags on any craft over a certain length, like 10 ft. Some also require state registration decals. Idaho is an example of one that takes the invasive species decals and water craft checkpoints very seriously.
Certain locales in CA are pretty big on it too. My local lake is huge on the decontamination thing and require certification on even small kayaks. They also like money too.
