Disclaimer: I don’t know enough to comment on what specific standards should be used for the rail system in Australia, nor do I have the experience necessary to evaluate the cost benefits of such a project like that.
That being said, maybe a start would be the ARTC standards. Except that their standards are not the same across the different states either.
