I do think this is somewhat true. People point to the turnovers without actually seeing them. He has like 5 turnovers that are just bad throws. The rest are all a little unlucky, some mistakes by teammates, some arm punts.
His EPA lost from interceptions is bottom of the league because of down and distance, not to mention all this is happening when he has one of the lowest turnover worthy throws in the league.
Most QBs get away with a bad throw, Allen’s have been picks. 5 are strictly not his fault at all, 3-4 have been arm punts, and some have been 50/50 fault players routes
Yes, making more tackles illegal will surely fix this flag problem we currently have.
I think it’s a result of a bunch, better field, better mechanics, training. But also better stadiums. New stadiums are being designed for as little environmental impact as possible

Huge contract, getting old for a receiver, and gonna cost a big draft pick. They are going to lose our on signing some of their core guys or be in cap hell with no QB in a year, and no assets to recover.
While both their lines were/are bad, they occasionally hold the ball too long looking for plays.
