    Why would the Roman Senate allow their emperors to do the same?

    Short sighted personal interests, mostly.

        Theyre probably forgetting the part of roman history where, after making their version of a legislature a rubber stamp, being a roman emperor became the most hazardous occupation possible. On average, if you managed to stay in the role without getting assassinated by your successor for a year then that was considered a pretty good run
